Here in Quebec, section 1 of the Public Health Act clearly states: \"The purpose of this Act is to protect the health of the population and to promote conditions that encourage health maintenance and well-being of the people in general.”

Yet, since the beginning of the coronavirus crisis, the collective and specifically the preventive aspect of Public Health seems to have been pushed to the background. Worse, political decisions have made healthy people sick.

The measures implemented by the Legault government have caused collateral damage, at different levels and stages, to the entire Quebec population: anxiety, depression, illness, loss of employment, family violence, bankruptcy, suicide, delayed medical treatment, overdose, school dropout, etc. These measures have also affected citizens in a very unequal way, hitting disproportionately the less fortunate, school-age children, and workers in entire sectors of the economy.

It is not a matter of dividing the population into interest groups, but rather of referring to the very notion of Public Health, which must consider the well-being of the greatest number of people in their physical and mental health dimensions. The unilateral virologic frame of reference applied in Quebec has caused profound damage. This leads us to ask the following question: has the remedy been worse than the disease?

The Legault government has made choices, including failing to consult a large number of experts or specialists who could have advised it differently. In addition, it has literally turned a deaf ear to repeated calls from Pediatricians, Physicians and many Quebec citizens from all occupations and backgrounds. This authoritarian governance, having repeatedly exceeded its field of competence by interpreting the Public Health recommendations as it saw fit, has caused serious harm to the people.

Nonetheless, as shown by many examples in Canada and abroad, each with its own characteristics and goals, other approaches were possible that would have considerably reduced the social and economic impact of the emergency measures. Yet, our government chose to ignore them.

It is important to emphasize how confinements undermine the very nature of our relationships in society preparing for a post-crisis world dominated by fast food chains, big box stores and GAFAMs. Moreover, it is far from clear that lockdowns provide adequate and compassionate protection for the most at-risk populations, including the elderly.

Democracy is also suffering. While we have a high vaccination rate, a low impact on the health system and data that we have known for more than 6 months, the Quebec government continues to use the Health Emergency Order as a political management tool when it was designed to be used in an exceptional situation.

Several fundamental rights have also been undermined by other orders, without any scientific grounds or proof of the real purpose of these implemented measures. The case of the vaccine passport is a blatant case of deviation, whereas consent to a treatment must be free, informed and without constraint. This case represents a dangerous precedent for our liberal democracy that we cannot endorse.

Despite this evidence, the structure of our justice system has severely restricted the ability of citizens to challenge the authorities' approach. In fact, our justice system does not offer any quick legal action to counteract political decisions that would infringe on fundamental rights.

Given the above and in order for no other generation to experience again the consequences of an extended confinement as well as a vaccine passport (economic destruction, loss of social ties, political and not science-based leadership, suspension of fundamental rights), we ask....

1. That a public and independent investigation on the management of Covid-19 in Quebec be set up as soon as possible in order to determine what led our province to one of the worst per capita death tolls in the world. That the investigation also assesses the costs vs. benefits of the implemented measures to counter the coronavirus.

2. That a crisis unit composed of multidisciplinary experts be set up immediately to advise the government on resilient ways to manage the crisis that will promote the normal operation of society. This group should be composed of experts representing the physical, psychological and social aspects of Public Health as defined by the WHO: pediatricians, geriatricians, psychiatrists, health anthropologists, sociologists, virologists, infectious disease specialists, economists, lawyers, professors, crisis management specialists, engineering, etc. That this crisis unit be in charge of determining whether or not we are in a Health Emergency and have the role of managing pandemics in the future.

3. That the Public Health Act be modified, as it concentrates too much power in the hands of politicians, while offering few means for the population to legally oppose it within a reasonable period of time in the event of a drift, as is currently the case.

4. That the Code of Civil Procedure of Quebec be amended to ensure that applications for judicial review of constitutional matters are heard on an urgent basis, in order to guarantee the public an effective protection of their fundamental rights.

5. That in a post-covid Quebec, tangible and measurable policies be implemented to improve Quebecers' physical and mental health, starting in early childhood. The state has proven since March 2020 that it can step up and invest for a disease issue. Now it's time to do so for real public health issues.

Signataires :

Dre Sophie Stavrinidis, médecin interniste-cardiologue, F.R.C.P.(c)

Dre Carole Xavier, médecin spécialiste en Anatomo-Cyto-Pathologie

Dr Julian Lopez, médecin urgentologue

Dr Alain Roux, médecin, FRCS© neurochirurgien

Dre Anne-Laure Lapeyraque, néphrologue pédiatre

Dr Edwing Diaz, neurologue

Katiana Cordoba, Master of sciences in Clinical Nutrition

Shereef Elshafei, Maître d'enseignement HEC

Ghislaine Laraki, M.Sc. In particular, many repetitive categorization / classification tasks must be carried out, both during the editing of the program (writing, filming, post-production) and at the time of its exploitation (exhibition, valorization, research, recommendation, qualitative analysis and studies of programming success).

Most often, the artistic or editorial choice requires a human intervention to react in connection with the news, to respect aesthetic considerations or simply to surprise. Optimizing these processes is an economic challenge for the major television channels.

Artificial intelligence tools, particularly deep neural network learning techniques, have revolutionized the field of classification of audiovisual content in recent years.

Their performances are spectacular in fields as diverse as the detection, tracking or recognition of objects, facial or voice recognition, textual data analysis, program categorization, and emotional calculation. or the recognition of gestures.

And these methodologies today seem to be able to provide powerful tools to meet the needs of audiovisual content analysis of television channels. Nevertheless, multiple technological locks remain to be lifted in order to be able to propose operational solutions, exploitable in an industrial context.

These are the scientific, technological and economic barriers that the IA TV joint laboratory aims to lift.

(Source: telecom-sudparis.eu)
"},{"title":"Three firefighters from the Gatineau Fire Department Honored","author":"Guy Bolduc","link":"https://www.ppnsource.com/en/stories/three-firefighters-from-the-gatineau-fire-department-honored","published_at":"2019-10-08T03:15:31+00:00","summary":"Firefighters from the Gatineau Fire Department (SSGI) were honored last Sunday as part of the National Firefighter Recognition Day.","content":"
(Translation by Google) Gatineau, October 7, 2019 - Firefighters from the Gatineau Fire Safety Service (SSGI) were honored on Sunday as part of the National Firefighter Recognition Day.
